Measuring Historical Fiscal Impacts of Flooding Events

Historical econometric paper examining the flooding event impacts on municipal revenues and expenditures in the mid-atlantic region (PA, NY, NJ), based on financial reporting and storm events. We plan to produce estimates of overall effects of historical flooding events on budget revenue and expenditure categories, based on event severity, and examine how those effects differ based on municipal budget structures (i.e. proportion of revenue from different tax streams).
